há uma coisa que me faz confusao, as placas nao sao construídas pela própria ATI ?? e a ATI fabricou uma placa com PCB azul só para a HIS '?

Apenas o prototipo é feito pela AMD depois todos os fabricantes podem utilizar as cores que querem no PCB ou coolers. Como na Nvidia, há um placa referencia a partir dessa os fabricantes montam as suas, depois há versões especiais.
