nop, os cores são diferentes, a X1950XT não consome tanta energia como a X1900XT.

Mentira. A X1950XT consome tanta energia como as X1900XT. A X1950XTX é que não, mas isso devido ao uso de GDDR4 e de um coolser superior. AMbas as graficas usam o R580 (renomeado R580+ porque agora já é oficial o suporte para GDDR4)

A nice 450W or more (or maybe less if 12v+ rail amps are high, i.e. 20Amps+ Like the Enermax 380W for example), with a minimum of 20Amps on the 12V+ rail, though I see that 20amps+ is becoming the recommended minimum with these new high powered systems.
Your PSU needs to have GOOD output voltages/amperes, with a minimum of, say 240W combined on the 3.3v & 5v rails,... and a MINIMUM of 22 Amperes on the 12V rail for a high-end rig with lots of components/peripherals. These values should be the minimum rated values and NOT the MAX PEAK output values.
It ain't the WATTAGE that counts, it's the AMPS that it puts out.
If it's a 64bit system, then look more towards a 25a+ unit, especially if the VGA card needs its own power.

There has been a lot of confusion as to power for this card. ATI specifies a minimum "suggestion" of 450W with 30A on the 12V rail(s). This is easy to figure out when using a single 12V rail PSU. For the average system, get one that has 34-45 12V amps, and you should have plenty of overhead for those "peak" times. For dual 12V railed PSU's, it has to be taken into account that there is a loss due to power distribution. For instance, 2 +12V rails rated at 22A each doesn't give 44A when combined. At best, it's 36A on a top-of-the-line PSU. Lesser quality PSU's will have higher amp loss. Dual rail PSU's have 12V1 and 12V2. Today's ATX standards specify that one rail (12V2) be dedicated to the CPU. Better hope that 12V1 rail is strong enough to run the rest of your system, including that high-end GPU! Triple and quad rail PSU's aren't normally recommended as the individual rails tend to be weaker than in a dual rail PSU. Unless you have a schematic on the power distribution of these PSU's, it can become a juggling act trying to figure out which connection combination will work correctly. Yes, many times wires have to be shifted around to make these units power a system correctly.
To some, the Enermax Liberty 620W PSU seems like over-kill. It's not. It's better to have more than what's required for two reasons:
1. The PSU doesn't have to strain to meet the systems requirements, which keeps the PSU cooler and extends it's lifespan.
2. System components aren't stressed due to being under-powered. Stress causes components to over-heat, shortening their lifespan. Components that recieve clean, adequate power run cooler, extending their lifespan.
