Desligar cliente p2p quando atingido limite

Gostaria de saber se existe alguma forma de desligar um cliente p2p quando é atingido um determinado limite de downloads.

Sim...existem inúmeras formas de controlar o tráfego e bloquear os respectivos acessos.
Ajudava se indicasses o sistema operativo em questão, mas mesmo assim deixo aqui um dica:

Já dei uma olhadela naquilo que me mandaste mas há um problema. Tenho um servidor Linux a fazer de ROUTER/FIREWALL/NAT, mas não existe nenhuma versão (pelo menos desse programa...) para Linux.

Não tem problema nenhum.

Pelas tuas palavras, presumo que tenhas um esquema deste género:

Internet ---> LinuxFirewall ---> Rede Interna ---> PCEmule

O PCemule pode usar o CCProxy instalado no próprio PC.
Depois só tens de configurar o emule para usar o CCProxy.
