Só não percebi esta parte.
Dizes que o José faz login no PC e quando abre o OExpress escolhe a "TUA identidade" e não lhe é pedida nenhuma password ?
Entretanto encontrei um artigo, relativo a esse problema:
This problem is specific to the Windows 9x family (Windows 95/98/Me); the Windows NT family doesn't provide an option to have all users share the same settings. If you are using a 9x version of Windows, changing your settings so that each user has a different profile may not be sufficient because the no-user "guest" profile (invoked by clicking on Cancel in the log-on dialog) may already have access to your main e-mail. The problem may exist even if you already set the system to use a separate profile for each user. Here's how to check and correct that situation.
Log off Windows, wait for the log-on dialog to appear, and click on the Cancel button. When the system finishes booting, launch Outlook Express. If it asks you to create an e-mail account, that means there is no problem, so just cancel, close OE, and log off. On the other hand, if OE displays your existing e-mail account, you have a problem.
Select File | Identities | Add New Identity from the menu. Give the new identity a name, but don't fill in any other information. When it asks if you want to switch to the new identity, click on Yes. When OE prompts you for account information, just click on Cancel. OE may offer to import an existing account, but again cancel this. Select File | Identities | Manage Identities from the menu. Highlight your main identity and click on Remove. This will remove access only to the identity from the "guest" log-on. It won't affect the way you access that log-on from your own Windows account.
There's one other possible security hole. Other user accounts on the system may have gotten access to your e-mail identity at some point and may still have access. If possible, log onto each of the other user accounts and remove your identity from the list of available identities. If it's the only identity present, use the same technique you did for the "guest" log-on.

To resolve this issue, enable the User Profiles option by using the Passwords tool in Control Panel. When you do this, you can create identities which are only accessible by Outlook Express with the user who is logged on. Other users cannot view that identity and therefore are unable to access it.
